Congress is developing the think tank #1, a collaborative
support tool which will be based on open source software.

What can a Think tank be good for?
In the informal sector a lot of low-tech and low budget projects are
developed which aim for example at swapping goods or services,
art-projects which are dealing with urban and social problems
are aiming to make local, personal and social networks stronger.
In open source software we see the possibility to support
these attempts to build networks and work together.
We aim at a tool, which is easy to use and easily
understandable also for non-programmers.
Necessarily the Think tank is a fusion of existing software and
instruments, which together function as a ready to use and ready
to adjust kit for different collaborative projects.

Possible outcome:
The tool evolving from think tank #1 should allow access to a
shared archive / pool of skills, information and knowledge which
will be web-based. In sub-folders the think tank tool should
enable to produce and develop projects in smaller groups, which
will feed their achievements and improvements back to the shared pool.
It should provide a set of communicative tools to coordinate
and communicate within the sub-folders and to the mother
folder, the think tank, to stimulate knowledge-share and exchange.

Think tank is looking for people that write wikis,
programme software, that are willing to organise,
communicate and develop the project, that cook tea and talk.

Congress is a collaborative project between artists and other
disciplines, which deals with groups, systems, and networks.
As a consequence of our practice a collaboration – supporting ˆ
device, which is widely accessible and brings project-participants
together, will be very useful.
We intend to provide the think tank to non-profit initiatives from
the social and artistic sector in order to make principles of open
source more easily apply able in social and artistic production.

Method:
Sequence#1 is the gathering of ideas how the software could
look like, how it could function, which abilities it should have.
Sequence#2 looks for realizable ideas, technical possibilities
with which to create it.
Sequence#3 is the actual production, which includes
programming and creating it.
